Jimmy Smith associated with Altoon + Porter in the mid 90's, to develop over 40 different schemes for the redevelopment of the mall. During the late 90's he developed approximately 30 new schemes for the 2nd and 3rd owners. The development of the master plan through January 2002 (for the 4th ownership group) was the result of JS Architecture's collaboration with the Baltimore office of Carter & Burgess.
